LBBD No Recourse to Public Funds (NRPF) Guidance

Who has No Recourse to Public Funds (NRPF)?

A person has No Recourse to Public Funds (NRPF) when they are ‘subject to immigration control’, as defined in section 115 of the Immigration and Asylum Act 1999. The term ‘Public Funds’ is restricted to a defined list of benefits and services set out in the Immigration Rules and the Home Office. NRPF restrictions apply to a diverse range of immigrants, including EU nationals who are subject to immigration control as part of the UK’s new points-based immigration system

Immigrants who are destitute and have no access to public funds are left with no safety net which results in facing numerous health inequalities.

 Ultimate Counselling in partnership with Barking and Dagenham plus BD_Collective conducted a pilot project that was finalized in March 2023 and findings highlighted the significant challenges faced by residents with NRPF.  In response to the findings, the LBBD NRPF guidance was developed which includes information on NRPF entitlements and local services which residents identified as friendly and welcoming. The guidance aims to increase awareness of statutory entitlements for residents with No Recourse to Public Funds and access to local services.

Also a dedicated Immigrant Support Service was established in Dagenham Learning Centre (Dagenham Library) as a result of the pilot project.  The service supports asylum seekers, refugees and all immigrants regardless of their immigration status. We offer FREE information and advice on accessing healthcare, welfare and housing, immigration legal advice, employment, education, training plus more.
